You play as Captain Declan, the "friendly face" of civil affairs, trained to win hearts and minds with permits, aid, and smiles—while the town learns that kindness from a soldier is never just kindness.

Three women's lives intersect with Declan's authority in intimate, uncomfortable ways: a baker whose livelihood depends on his signature, a translator trapped between two languages and two betrayals, and a dissident released into his custody with her freedom recorded in his files.
