Hegemony
About the Game
LEAD A NATION. SHAPE THE MODERN WORLD.
The world is yours to shape. Will you build an economic superpower, dominate global politics, forge powerful alliances, or expand your influence through military force?
HEGEMONY is a modern-day grand strategy game where you take control of any of 214 real countries and lead them into the future, starting on January 1, 2026. Govern nations with their real-world leaders, political parties, economic data, armed forces and international relationships.
Manage every aspect of your country, from national budgets and monetary policy to parliamentary elections, international trade, intelligence operations, technological development and modern warfare. Every decision has consequences, and every country has its own opportunities and challenges.
Your ultimate objective is hegemony. Reach the top two positions in the global power ranking and bring more than four countries under your influence as vassals. Build your economy, reshape your political system, secure strategic resources, establish alliances or conquer your rivals.
The world is constantly changing. Your legacy is yours to create.
A LIVING WORLD
Explore a detailed 3D representation of the modern world, where every country, province, city and strategic location has a role to play.
• 214 countries and 3,126 provinces. Play as any nation, from global superpowers to the smallest island states. Explore the world from a rotating 3D globe down to individual provinces, cities, military bases, armies and fleets.
• Detailed geographical map. Country names adapt to their borders, while province names become visible as you zoom in. Seas, international straits and major canals are individually named and marked.
• Dynamic world environment. Experience a moving day-and-night cycle, animated clouds, moving oceans and coastal foam.
• 24 interactive map modes. Switch between political, terrain, economic, diplomatic, religious, cultural, resource, population, infrastructure, military, satisfaction, energy, treaty, education, health, industrial, vassal, war zone, supply, military base, technology, trade, sea lane and air superiority maps.
• Scalable graphics. Choose from graphics presets ranging from Light to Ultra to balance visual quality and performance.
REAL-WORLD STARTING CONDITIONS
Every country begins with its own political, economic and geographical circumstances, based on real-world information.
• Real GDP, economic growth, inflation, unemployment, national debt and population figures based on World Bank data.
• Real political parties and parliamentary seats in democratic countries.
• Country-specific governments, political regimes, alliances and international organization memberships.
• Individual provincial populations, seven development indicators and diverse cultural and religious compositions.
A WORLD THAT MOVES WITHOUT YOU
Your country is only one part of a constantly evolving international system. AI-controlled nations pursue their own interests, make strategic decisions and respond to changes around the world.
• AI countries negotiate treaties, establish trade agreements, form alliances, declare wars and negotiate peace.
• International developments are collected in a monthly global news bulletin.
• Follow your own country's political, economic, diplomatic and military developments through a separate national event log.
• Review yearly national reports tracking changes in your economy, currency, stability and global power.
ECONOMY, FINANCE AND DEVELOPMENT
Build a powerful economy, manage public finances and turn your country into a global economic force. Every economic decision affects your population, government stability and international influence.
MANAGE THE NATIONAL ECONOMY
• Dynamic GDP simulation. Your GDP changes every month based on investment, education, infrastructure, energy production, political stability, international trade and interest rates.
• Detailed economic breakdowns. Examine the individual contributions of different economic factors to understand why your economy is growing or declining.
• Comprehensive taxation system. Set income tax, corporate tax, VAT, excise duties, customs duties and social security contributions.
• Taxation and public stability. Higher taxes increase government revenue but can reduce public stability and encourage the growth of the informal economy.
• National expenditure. Balance public services, military maintenance, investment costs and debt interest payments.
• Government borrowing. Borrow money when your treasury cannot cover its expenses. However, excessive debt creates increasingly dangerous financial conditions.
• Debt and financial crises. When debt exceeds 90% of GDP, interest payments become a growing burden. Above 120%, your country faces the threat of a debt crisis.
• Historical economic statistics. Follow GDP, growth, inflation, unemployment, debt and population through historical charts beginning in 2015 and continuing throughout your campaign.
CENTRAL BANK AND MONETARY POLICY
Control monetary policy and decide how much independence your central bank should have.
• Independent central banks determine their own interest rates and pursue inflation targets.
• Introduce parliamentary legislation to bring the central bank under direct government control.
• When the central bank is under government control, you can set interest rates and influence monetary policy directly.
• Print additional money to finance government spending, while facing the consequences for inflation, currency stability and foreign exchange reserves.
PRODUCTION, RESOURCES AND INTERNATIONAL MARKETS
A country's economic strength depends on what it produces, what it consumes and what it can obtain through international trade.
• Provincial production. Provinces produce a variety of goods according to their geographical and industrial characteristics, including grain, timber, minerals, oil, natural gas, textiles, electronics, machinery and more.
• Global commodity market. International supply and demand determine world market prices, which are updated every month.
• Imports and exports. Sell surplus production to international markets and import goods when domestic production cannot meet demand.
• Trade management. Monitor trade partners, routes, imports and exports through dedicated management screens and map modes.
• Economic agreements. Establish trade agreements to increase economic opportunities. Sanctions and military conflicts can disrupt trade and reduce national income.
INFRASTRUCTURE AND NATIONAL CONSTRUCTION
Develop your provinces, strengthen domestic production and establish the infrastructure needed to support long-term economic growth.
• Seven provincial development indicators: infrastructure, industry, agriculture, energy, education, healthcare and security. These indicators influence economic growth, population, stability and military recruitment.
• Construction Mode. Select potential construction locations directly on the map. Suitable provinces are highlighted in green, unsuitable locations in red, and different shades of green indicate expected project returns.
• Industrial development. Build factories, organized industrial zones, technoparks, universities, agricultural cooperatives and other economic facilities.
• Energy and infrastructure. Construct dams, power plants, ports, railways and motorways to improve production and connectivity.
• Location-based construction. Buildings have specific geographical and infrastructural requirements. Ports require coastal access, while technoparks require an existing university.
• Military infrastructure. Establish headquarters, barracks, air bases, naval bases, logistics centres, air defence installations, depots, shipyards and research facilities.
• Military capacity. Military facilities determine how many regiments, aircraft and ships your country can maintain and deploy.
POLITICS, GOVERNMENT AND PARLIAMENT
Running a country means more than issuing orders. Political parties have their own interests, coalitions have their limits and parliament can reject the laws you want to introduce.
A PARLIAMENT THAT CAN SAY NO
• Real political parties. Govern with the actual political parties and parliamentary structures of countries that have democratic systems.
• Changing public opinion. Political polls are updated every month, reflecting changes in public support.
• Elections and coalitions. Manage elections, form governments and maintain parliamentary majorities.
• Government approval. Public support is influenced by political stability, unemployment, inflation and economic growth.
• Legislative process. Introduce bills that are debated and voted on at the end of each month.
• Voting predictions. Examine how every political party is expected to vote before a parliamentary ballot takes place.
• Coalition management. Negotiate with coalition partners, enforce party discipline, allow free votes or demand urgent parliamentary decisions.
• Political consequences. Parties remember when they are forced to vote against their ideology. Push coalition partners too far and they may abandon your government.
POLITICAL PARTIES AND COMPETING INTERESTS
Political parties are not simply numbers in parliament. They have their own political priorities and can actively influence the direction of your government.
• Ruling parties can introduce their own legislative proposals.
• Every political party maintains its own list of political demands and objectives.
• Political capital accumulates through stability and public support.
• Spend political capital to support a party or suppress its political influence.
• Presidential, semi-presidential and parliamentary systems have different veto mechanisms.
• Choose your governing style: allow political institutions to operate independently, guide the political process or exercise full control.
CONSTITUTIONS AND POLITICAL SYSTEMS
Every country has its own constitutional framework. Changing the rules of government requires understanding the political and legal structure of your state.
• Ordinary legislation requires a simple parliamentary majority.
• Constitutional amendments follow country-specific requirements, including two-thirds majorities, three-fifths majorities, absolute majorities and referendums.
• Reform your political system and change your country's regime through parliamentary procedures.
• Authoritarian and one-party states can govern through decrees instead of conventional parliamentary legislation.
NATIONAL STABILITY, UNREST AND CIVIL CONFLICT
Economic difficulties, political tensions and social divisions can threaten the survival of your government.
• National stability. Taxes, unemployment, inflation, war exhaustion, public services and cultural harmony all influence domestic stability.
• Economic consequences. Falling stability reduces economic output and government revenue.
• Provincial uprisings. When stability falls below critical levels, an uprising can begin in the most restless province.
• Emergency measures. Respond to internal unrest through states of emergency, curfews, national reconciliation, assimilation policies or minority rights.
• National decisions and reforms. Introduce time-limited decisions and reforms, each with its own costs, requirements, effects, risks and cooldown periods.
• 17 national goals. Progress through a dedicated objective tree, beginning with goals such as Regional Power and eventually reaching Establish Hegemony.
DIPLOMACY AND INTERNATIONAL RELATIONS
Power is not measured by military strength alone. Build international relationships, establish strategic partnerships and decide how your country will influence the global order.
DIPLOMATIC RELATIONS, TRUST AND REPUTATION
• Every country has a diplomatic relationship score ranging from -100 to +100.
• Countries also maintain individual trust levels towards your government.
• Honouring agreements and maintaining reliable partnerships improves international trust.
• Breaking treaties or abandoning alliances damages your global reputation for years.
• A damaged reputation makes future diplomatic negotiations and international agreements considerably more difficult.
INTERNATIONAL TREATIES AND ORGANIZATIONS
• Improve diplomatic relations, negotiate non-aggression pacts and establish international trade agreements.
• Create military alliances, impose economic sanctions, demand vassalage or declare war.
• Join or leave international organizations, including NATO, the European Union, CSTO, OPEC and the United Nations.
• Rival international blocs can exclude countries from competing organizations.
• Non-aggression pacts and trade agreements remain active for five years before requiring renewal.
• Military alliances remain active until one of the parties decides to terminate them.
THE DIPLOMACY DESK: NEGOTIATIONS AND PROPOSALS
International diplomacy is an active negotiation system. Other countries can approach your government with proposals, requests and strategic agreements.
• Diplomatic offers. Receive proposals for non-aggression pacts, trade agreements, military alliances, favourable loans and energy agreements.
• Intelligence cooperation. Exchange intelligence and establish information-sharing agreements.
• Foreign assistance. Receive requests for financial aid, military equipment and economic support.
• International coalitions. Participate in sanctions coalitions and respond to calls to join ongoing wars.
• Peace negotiations. Receive and respond to peace proposals from countries involved in military conflicts.
• Counter-offers. Accept, reject or negotiate incoming proposals. Change agreement terms, demand larger loans or offer only part of the requested assistance.
• Diplomatic acceptance chances. Every proposal you make displays its estimated acceptance probability and the factors influencing the other country's decision.
THE PEACE TABLE: DECIDE THE OUTCOME OF WAR
Military victories can reshape borders, economies and international relationships.
• Select enemy provinces directly on the map to include them in your territorial demands.
• Demand financial reparations and impose additional peace conditions.
• Force defeated countries into vassalage and expand your sphere of influence.
• Your available demands are limited by your accumulated war score.
• Negotiate white peace or demand surrender depending on the situation.
MODERN MILITARY AND WARFARE
Build a modern military, develop advanced weapons systems and command your armed forces across land, sea and air. Military strength depends on preparation, technology, logistics, equipment and strategic decisions.

• Front management. Assign armies to military fronts and issue defensive or offensive orders.
• Entrenchment and sieges. Troops establish defensive positions, besiege undefended provinces and engage enemy forces in battles that can last several days.
• Battle calculations. Terrain, fortifications, entrenchment, air support and naval gunfire influence the outcome of engagements.
• Allied reinforcements. Allied countries can contribute military forces to ongoing conflicts.
• Morale and retreat. Armies whose morale collapses can break and retreat from battle.
• Live Battle Screen. Follow ongoing battles through a dedicated combat interface displaying front lines, effective military strength and air superiority.
• Detailed military statistics. Examine every soldier, tank, infantry fighting vehicle, artillery piece, air defence unit, aircraft and ship committed by each country.
• Battle reports. Monitor daily casualties, compare losses through historical charts and review detailed battle logs.
NAVAL WARFARE: CONTROL THE SEAS
The world's oceans are strategic battlefields. Protect your maritime interests, disrupt enemy supply routes and project military power across international waters.
• Realistic naval movement. Fleets navigate established sea lanes and travel according to their actual movement speeds.
• Naval operations. Patrol strategic waters, dock at friendly ports, deploy near foreign coastlines and blockade enemy harbours.
• Submarine warfare. Submarines remain hidden until detected by destroyers, frigates, helicopters, early-warning aircraft or drones.
• Submarine ambushes. Undetected submarines can ambush surface fleets and reveal their position when they open fire.
• Aircraft carriers. Carrier-based air wings operate from real-world carrier designs and support land battles, naval engagements and port raids within operational range.
• Amphibious operations. Launch military landings against enemy coastlines.
• Port raids. Attack enemy ships and military facilities located in ports.
• Commerce raiding. Disrupt maritime trade and cripple up to half of an enemy country's seaborne trade.
AIR WARFARE: ESTABLISH AERIAL SUPERIORITY
• Deploy aircraft between your own and allied air bases.
• Aircraft transfers follow real-world ferry ranges, including intermediate stops when necessary.
• Assign air wings to air superiority missions over enemy countries.
• Launch air strikes against enemy targets and support your military operations from the sky.
• When peace is signed, active missions end and aircraft return to their designated bases.
STRATEGIC STRAITS, CANALS AND ALLIED MILITARY BASES
Control the world's most important maritime chokepoints and determine which countries can access strategic waterways.
• Major strategic waterways: The Bosphorus and Dardanelles, Suez Canal, Panama Canal, Kiel Canal, Strait of Gibraltar, Strait of Hormuz, Bab-el-Mandeb, Strait of Malacca, Danish Straits, English Channel and Kerch Strait.
• Maritime control. Countries controlling the relevant coastline can establish transit fees and determine which nations are permitted to pass.
• Transit policies. Allow passage to everyone, restrict access to allies or completely close the waterway.
• Strategic consequences. Closing the Suez Canal forces ships to navigate around Africa. Closing the Turkish Straits can seal off the Black Sea from maritime access.
• Allied military bases. Station your aircraft, ships and armies at allied military bases.
• When an alliance ends, your deployed military forces return to your own territory.
INTELLIGENCE, ESPIONAGE AND TECHNOLOGY
Information is power. Build intelligence networks, gather information about foreign governments and influence international developments through covert operations.
